Short answer, in my opinion: No.

Long answer is, possibly. The compound responsible for the anti-bacterial/anti-fungal effect of garlic is 'allicin'. I think it is one of the 'physical' anti-microbials that just kind of blasts away at cell walls. Anyway, it apparently degrades really quickly once released from a garlic clove, and is usually pretty much absent in the pills.
But if you could obtain garlic pills which guaranteed a high level of allicin, then you might be on the right track. I don't know what the absolute levels are (i.e. in a garlic clove) that you need to match - but you could easily find out through Google.
